Why Two CCTV Quotes for the Same Building Differ by Thousands
Three vendors walk the same 20,000 square foot facility. One quotes $6,000. One quotes $18,000. One quotes $34,000. All three are describing "16 cameras." None of them is necessarily lying to you, and the cheapest one is rarely the bargain it appears to be.
The gap exists because a camera count is a headline, not a specification. What sits behind that number - resolution, low-light performance, retention length, cabling method, and whether you own anything at the end of the term - is where the money actually goes. The Five Factors That Drive the Price
1. Camera Count and Type
Not all cameras cost the same, and the spread is wider than most buyers expect:
- Fixed indoor dome cameras. The least expensive option, and usually the right one for offices, hallways, and interior rooms. Straightforward optics, straightforward mounting.
- Outdoor bullet or turret cameras. Weather-rated housings, better IR range, and more mounting hardware. Expect a meaningful step up in unit cost.
- PTZ (pan-tilt-zoom) cameras. These cost several times a fixed camera once you include the motorized housing and the operator attention they demand. Worth it for large lots and open yards, wasted money in a hallway.
- Specialty cameras. License plate capture, thermal, multi-sensor panoramic, and cameras rated for hazardous or freezer environments. Each carries a premium and a specific justification.
A vendor who proposes 16 PTZ cameras for an office building is not designing a system. They are pricing one.
2. Resolution and Low-Light Performance
Resolution is the specification buyers ask about and the one that matters least on its own. A 4K camera that produces noise in dim light gives you a beautiful, useless image. A 2MP camera with a large sensor and good IR gives you a face you can identify.
Ask what pixel density you get at the distance that matters - typically the entry, the register, or the gate. Being able to detect that a person is present requires a fraction of the resolution needed to identify who they are. Systems get replaced early because someone bought detection and needed identification.
3. Storage and Retention
Retention is the quiet multiplier. Storage cost scales with camera count, resolution, frame rate, activity level, and how many days you keep footage. Moving from 2MP to 4K cameras roughly triples the storage requirement for the same retention window - so a resolution upgrade you didn't budget for shows up as a recorder and drive upgrade you also didn't budget for.
Insurance policies and industry regulations sometimes mandate a retention period. Check yours before choosing 14 days because it was cheaper.
4. Cabling and Infrastructure
This is the line item most often understated, and the one that produces the awkward change order halfway through installation. Cameras need power and data at the mounting point, which means running cable through ceilings, walls, conduit, and sometimes trenches.
Existing network cabling infrastructure and accessible pathways make the job routine. Concrete walls, finished ceilings, occupied retail floors, and buildings with no spare conduit turn it into a construction project. A quote that lists cameras and a recorder but says nothing about pathways is incomplete, not cheap.
Power over Ethernet (PoE) simplifies this considerably by delivering both over one cable run, but it constrains how far a camera can sit from the switch and requires a switch with enough power budget for every camera at once.
5. Installation Labor and Site Conditions
Labor is priced by the hour, but the hours are set by the building. Single-story, accessible, unoccupied sites install quickly. Multi-floor buildings, after-hours-only work to avoid disrupting operations, lifts for high ceilings, and union or badge requirements all add labor hours. Ask whether the quote assumes business-hours or after-hours work - the difference is substantial.
Owned Versus Subscription: Two Different Cost Shapes
Before comparing totals, understand which model you are being quoted:
- Owned (capital purchase). You buy cameras, recorder, and installation up front, then pay for service and any monitoring separately. Higher day-one cost, no per-camera recurring fee, and the equipment is yours. Your NVR or DVR is the center of the system and lives on your network.
- Subscription (cloud or hosted). Lower up-front cost, ongoing monthly or annual fee tied to camera count and retention. Storage, software updates, and remote access are included. The trade-off is that costs recur indefinitely, and the pricing often escalates as you add cameras or extend retention.
The comparison that matters is total cost over five years, not the first invoice. A subscription at $60 per camera per month for 16 cameras is $57,600 over five years - more than many owned systems cost outright. A subscription also buys you things an owned system doesn't: offsite storage that survives a fire or theft, and someone else owning the firmware updates.
The honest answer is that either can be correct. High-camera-count sites with existing IT infrastructure tend to favor owned. Multi-site operations with thin local IT tend to favor subscription.
The Recurring Costs Nobody Mentions During the Pitch
These are the line items that arrive after the contract is signed:
- Camera or device licensing. Many platforms charge per-camera software licenses, often annually. On a 40-camera system, this is not a rounding error.
- Cloud storage overages. Retention tiers are usually capped. Exceed yours - a busy entrance generates far more recorded motion than a back hallway - and you pay for the difference.
- Monitoring and video verification. Human review of alerts is a separate service from recording. It is genuinely valuable and genuinely not free.
- Service and warranty coverage. Standard warranties cover defects, not lightning, power surges, vandalism, or the lift rental required to reach a failed camera on a 30-foot pole.
- Network bandwidth and switch capacity. A camera fleet is a demanding, always-on load. Sometimes the honest answer includes a network upgrade.
Hidden Traps in CCTV Quotes
Watch for these when you compare proposals:
- No pathway or cabling detail. If the quote doesn't say how cable reaches each camera, the installer hasn't priced it.
- Recorder sized for today only. A recorder with no spare channels or drive bays means adding one camera requires replacing the whole unit.
- Retention stated without frame rate or resolution. "30 days of storage" is meaningless without knowing what is being stored and at what quality.
- No remote access or mobile app standard. Modern systems include it. Being charged for it is a warning sign about the rest of the pricing.
- Warranty that excludes labor. Equipment replaced free, installer billed hourly, is the most common warranty gap.
- Proprietary everything. Cameras that only work with one vendor's recorder lock you into that vendor's service rates for the life of the system.
- No written scope of coverage. If the proposal doesn't map which cameras cover which areas, you cannot tell later whether you got what you paid for.
Realistic Planning Ranges
Actual pricing varies by market, camera mix, and site conditions, but the tiers are consistent enough to budget against:
- Basic coverage (small office or retail, under 10 cameras). Entry-level IP cameras, an NVR with a few weeks of retention, standard business-hours installation, and no redundancy. Appropriate where the goal is documenting incidents at doors and the register.
- Standard commercial (10 to 30 cameras, single site). Higher-resolution cameras at critical points, PoE throughout, 30 days of retention, a recorder with spare capacity, mobile access, and after-hours installation where needed. The realistic baseline for most businesses with real assets to protect.
- Multi-site or regulated (30+ cameras or compliance obligations). Adds redundancy, failover recording, extended or cloud-backed retention, video verification or monitoring, and documented retention policy for audits. This tier is priced by design work, not by camera count.
Treat any quote far below these tiers as a question, not a deal. The most expensive CCTV system is the one you buy twice.
Design the System Around the Risk, Then Price It
The cheapest way to overspend on surveillance is to start with a camera count. Starting from what you actually need to see - the entry, the loading dock, the register, the server room, the lot - produces a smaller and more effective system than a grid of cameras placed for symmetry.
